Installing PowerSDR ke9ns v2.8 on Win7 computers

PowerSDR ke9ns v2.8 requires .NET 4.5.2 be installed. The Full installer will attempt to install this update for both x64 and x86 machines (on 32bit machines the x64 version will fail to install, but that's OK, just finish the rest of the install).
